When I drag a file to the DTPO icon on the dock, the file goes somewhere at ‘the group level’ in the database.
Is there a way for that file to go to a specific group by default?

No, files that you drag on the icon alway appear on the top level of the database. You can, however, open the Groups panel (Tools > Show Groups) and drag files into any group you want.
