I’ve had an unpleasant variation of the problem this morning (UK time). I reboot my MacBook Pro every night and this morning when I started DT 4 I was prompted for my licence key. When I cancelled that dialog and re-launched DT on this occasion the dialog returned (previously DT 4 has successfully launched when I have done that). Further, when I entered my licence key I was told it was for DT 3 and not DT 4 (which was incorrect). In the end the only way I was able to activate DT 4 was to log on to my account and activate through there.
I’ve sent the appropriate bug report by email to Christian but mention the problem (and solution) here only in case anyone else suffers the same!

I just had the same happen!! Can’t use DT4 anymore and would have to re-install DT3? This beta release has been completely messed. Very disappointing. I paid €110 without hesitation and expected a professional approach. It also makes me realize I am probably depending on DT too much. If something happens (like this) I can’t get to my data! Looking for plan B options.
You can always get to your data. Getting all riled up about a probaby intermittent problem doesn’t help anyone.
We don’t recommend usage of betas in production environments, see warning in documentation, release notes and on our website. However, we’re investigating this issue and a new beta will be probably available later this week.
Getting ‘riled up’ is probably a sign of how much I (we) depend on this software. And no you cannot get to your data. It may be there in 1000’s of folders but you don’t know where to go. (tried the suggestion from the other posts, but none worked. DT4 just quits and I have restarted 10 times. It just won’t run). Also, I know this is a beta but I just trusted the team. Indeed, won’t do that next time.
I didn’t have any trouble until now. And I assume that the problem is not with the software itself but rather with the license server. Or the network.
The DT people are aware of it by now, I guess, and probably working on a solution.
In any case, your data is not lost. Even if it is stored in a hierarchy of folders. Which is not what you can say for example about Apple Notes or probably other programs.
Reinstalling the revised DEVONthink 4 application fixed the problem for me.

I’m not sure what you mean by reinstallation but you only needed to download a new installer, unzip, open the .dmg, and drag the updated application into /Applications to overwrite the current version.

I just had the same issue as OP.
Removing .plist file & system restart did not fix it.
Overwriting DT4 beta 1 with the new beta 2 version did the trick.

I’m in the same boat. This licensing “upgrade”/feature is garbage. I can’t access mine all of a sudden too. This is more of an alpha not beta if they can’t even get activation working. It worked again briefly after updating to beta 2…then broke once again.
And what exactly? Are you definitely using beta 2?
Select the application in the Finder and press Shift-Command-I to open the Get Info pane. What is shown in the General section?
Definitely on B2. Had B1 and it worked. Then started prompting for license again. Installed B2 and worked. Then stopped again. Just installed B2 again and finally working again. Got what I needed from it and hopefully won’t need anything else for a while.
