DTTG partially out of sync with Mac

I’m syncing 3 databases from my Mac over iCloud to 2 iPhones and 1 iPad.

Changes in the structure of the DB (adding/deleting groups/sub-groups) propagate to my iPad but not to my iPhones.

iPhones/iPad are running iOS 13.1, Mac is running DEVONthink 3.0.

Any ideas?

Have you tried to verify the sync store? In doubt, clear the sync store, move DEVONthink To Go from your device and re-install, then re-sync. Recently iCloud has become a bit unreliable.
