I can delete the phantom tag, but it reappears if I refresh the display

The next maintenance release will fix an issue with tagged groups. Likely that this fixes your issue too.
The problem still exists with release 3.77
Long-press the database in DEVONthink To Go’s databases screen and choose Verify & Repair. Does that resolve the issue?
