Are OpenMeta tags only available if a DT file is exported as Files and Folders?

If you use that Export command, the tags will be written into the Spotlight Comments of the exported file. Tags are not saved to Spotlight Comments if the file is dragged out of the database.

I assume Export is required (not drag-drop) to convert from the internal DT tags philosophy to OpenMeta tags, but it seems as though tags don’t get exported with the TXT, RTF, RTFD, etc., options in Export. Just the Files and Folders option. Is that intended or maybe a bug?
