File still pending - iCloud sync

I have an encrypted DB that is “full” (2GB). I have it synced via iCloud (CloudKit).

I’ve created a new encrypted DB that now has 6GB and have been duplicating content from 2GB DB to 6GB DB with no issues.

“Source” is iMac where my scanner is attached, “destination” is MacBook Pro.

I noticed that I can’t duplicate some directories and discovered the error is File still pending (has the iCloud icon, meaning it’s waiting to download). But it can’t because the 2GB DB is full.

I’ve added files on the destination and they “fit”.

My question is, since it’s the same DB, how was did it have enough room to add the files on the MBP, sync to iCould and see them on iMac, but can’t download them to the iMac DB. Shouldn’t it have prevented me from adding it on the MBP in the first place?

I know I can’t expand the existing 2GB DB, but how do I pull down those few files from iCloud to continue the manual migration?

Thanks. I was only able to find posts from several years ago on my topic, regarding expanding the encrypted DB, stating it couldn’t be done.

When you get the procedure from @bluefrog be good if you post here so that this info findable in future searches here or in the DEVONthink Manual.

When I did a resize i simply made a new bigger encrypted database, moved everything from old to new, verified, then deleted old. Seemed to work ok.
