How to assign Tags?

Perhaps I am thick but I really can not work out just how to assign Tags to a document! Can anyone help please! Thanks

E.g. via the Info panel or via the Tags bar (see View > Show Tags). Or by dropping the item on existing tags (e.g. in the Groups & Tags panel or in the Tags view).
