Why don’t you just copy and paste them between files?
Also, a script wouldn’t necessarily be a good approach unless you were just copying the Tags to the clipboard for a manual paste on the other file.

Is there a keyboard shortcut to get into the tag area at the bottom of the document? Without this, you need to be quite a mouse-virtuoso to copy the tags…
Control-Return (as noted in the menu item Edit > Tags…).
Alright, that’s one direction: Ctrl-Return gets me from the selected note/note text into the tag bar. - But how do I get via keyboard back to the note?
I prefer Control-Tab myself. It actually cycles from the document list, to the document, to the tag bar, etc. Shift-Control-Tab cycles back, so you can use that combo as a toggle.
