How to insert a link with title

There are 2 questions

1-
I know how to create a link (⇧⌘M), but how can I type my own text, for example: DevonThink question about links and make it into a functional link to this web page’s URL?.

2-
Is there any fast way to insert a link (window title as clickable link) to the frontmost chrome window tab ?

  1. Format > Make Link is intended for creating Wiki Linked pages.

The Format > Add Link option allows you to specify a URL for selected text.
