I have enabled Bonjour on my Mac Mini. However, nothing shows up in Locations on my iPad, even when I go to edit. I have rebooted several times to no avail.
The locations on my laptop does show the mac mini local network but it says that it is offline.
Perhaps start again, following exactly the instructions in the DEVONthink Manual or with these enhanced instructions at link below.

Not sure what you mean by start again. I have followed the instructions exactly. I have synced both laptop and iPad using Bonjour for approximately two years now, with no problems. Now suddenly it will not sync.
Are both devices located in the same network? Does rebooting the iPad fix this?
They are both on the same network. Rebooting does not fix this.
It wasn’t clear from the first post that starting again would not help.
That’s a good clue. Something with networking between the two devices. Could be hardware or software, or configuration, or … impossible to tell from here. Or …
Another possibility as the Mac Mini is “new” to your sync setup … as it says in the intructions, only one device should have Bonjour set for “Incoming Connections” to be “on”. My hunch is you previously had that set “on” on the laptop, it acting to support the sync with your iPad. Is it still “on” on the laptop?
Decide which device, mac Mini or laptop you want to be the “source” and turn on “Incoming Connections” on only that device.
Yes, I have only the Mac Mini enabled for incoming connections, though I have tried switching. I don’t know if my having switched has somehow screwed things up. But no matter what I do, the desktop is not showing up on the other two devices. I don’t know how to reactivate the connection.
There is no local connection at all showing up. I wonder if I have to delete DTP entirely from the laptop and the iPad and re-install it.
Reinstallation rarely fixes anything …
Are you able, with Finder on laptop connect to the macMini and see shared files? Does a “ping” from laptop to macMini respond as expected?
I suspect something with networking, but impossible to tell for sure from here.
If you turn off “accept incoming” on macMini and turn it on again on laptop, does Bonjour still work to the iPad from laptop?
I am not sure what you mean by a “ping” from laptop to MacMini. I have checked my wifi connection on all devices several times. They are all using the same connection. I don’t have any other wifi here at my house.
I tried your suggestions of disabling incoming connections on the MacMini and enabling it on the laptop. This works as between the laptop and the iPad. So those two are syncing. Apparently the problem is with the MacMini. For some reason, it is not communicating with either the laptop or the iPad.

I wonder if you have ideas for how to get the other two devices to sync with the MacMini. This is my main device and in the past has always served as the server for the other two, which are tangential.
When I enable incoming connections on the MacMini, it does not have the green light and does not say “incoming connections available” as the laptop did.
Are incoming connections still enabled on the notebook and do both computers use the same port?
I turned off enable connection on the laptop. I changed the port number on the MacMini to the same as the one that had worked for the laptop and iPad.
I just restarted the MacMini again. Doesn’t help. It is just not allowing incoming connections.
Remove the port number and then enable the incoming connections, in this case macOS’ Bonjour should automatically use an available port.
Okay, I tried that. The assigned port doesn’t make a difference.
It is a problem with DTP, not Bonjour, or at least I think so b/c airdrop is still working between devices.
I give up. It looks like Bonjour is not a syncing option for me with DTP.
