I believe I turned it off completely:
Enable the sync location again. Then select it and check to see if there are any databases listed in the Remote section. Make sure all databases are disabled from syncing.
You can Control-click the sync location and choose Clean Location.
After the clean has been successfully reported in Window > Log, Control-click the location again, hold the Option key, and choose Verify Location Thoroughly. This will also be reported in the Log window.
After that, disable the sync location and attempt to empty the data in System Preferences > Apple ID > iCloud Storage: Manage > DEVONthink To Go
