Resintalling software rarely fixes most issues. Sometimes a full re-start fixes things, though.
I suspect Apple iCloud is failing you. Some find it an unreliable service. From reports I’ve read iCloud services work well some places on the planet and not so well in others.
Do you need internet syncing? if your Mac and iPhone are on the same local network, can you use Bonjour? It’s more reliable and quicker than any internet syncing.
it had worked and then I discovered that synchronization with the database had failed (on both iOS and OS X). I think the change of iPhone may be behind this.

Delete what “directories 3/4”
This topic is documented in the Troubleshooting > Sync Issues > Common Questions section of the built-in Help and manual. And if you have external AI access set up, you can use the Help Assistant to ask about it…
Since you’ve changed lots of settings and we’re not sure what the error was or how you might have made it worse, I personally would be a big fan of deleting any current sync store, disabling all sync, and starting from scratch while following the manual. That should fix whatever issue you’re having!
I hope you noted in the documentation, this cannot be done retroactively. You will need to clean the sync data, modify the key’s value, then resync the desired databases again.
