Keyboard shortcut being hijacked by another program

I am not able to get the keyboard shortcuts to work. e.g., the option-command-arrow up key is not working. Instead of going up a folder level, The window tries to resize or snap to the top.

I have tried to figure out what program is hijacking the keystrokes to no avail. I shutdown keyboard maestro and better snap tool, but the problem persists.

I really like Devonthink, but I need it to be keyboard driven.

The offending app this time was called “spectacle”. Very quick and easy.
