I see no TOC or Thumbnails on my pdf, but in Preview it is there
Is it possible to create my own TOC ?

Have you opened the Tools > Inspectors > Content > Table of Contents inspector?
Not yet in DT, though it’s on the roadmap for a future release. For now, you’ll need to use third-party tools; I use a combination of NitroPDF (best for manual ToCs), PDFOutliner (best for auto-ToC generation), and PDFOutline (fallback which sometimes works when PDFOutliner fails).
Tools- Create Table of Content is greyed out.
If it is not working so why is it there ?

That is not the menu command I pointed you to. That’s also not a command to create a table of contents in a PDF.

It already is easily accessible via the Tools > Inspectors submenu, pressing Control-4, or clicking the appropriate inspector icon…
So what does Create Table of Contents do?
