I don’t know the rules for what reason these uneditable icons appear in what situations.
And is there a way to release it?

It’s possible there are permissions set on the PDF. You can open it in Preview and check in the Tools > Show Inspector panel.
The PDF document is most likely marked as unread due to its contents, the PDFKit might destroy the text layer.

However, the text layer is not necessarily the a reason to this because it is uneditable to in text layer is alive.
