Is there a way to extend the contextual menue in Outlook 2016 when ctrl click on an attachment by a command like Add to DEVONthink …?

As long as the Add to DEVONthink service isn’t disabled in the system preferences (see System Preferenes > Keyboard > Shortcuts), contextual menus should contain the command as long as the current application can provide the required data.
