When I right-click on an RTF, the menu that appears contains “Paste” but not “Paste and Match Style.” Is there any way I can add the “Paste and Match Style” function to that menu?

I assume you mean ‘When I right-click in an RTF…’?
No simple way to add a command to a contextual menu, but you do have the option-shift-command-v shortcut (from the Edit menu). I usually use the clipboard function of Launchbar to always paste in plain text, which will then match the current style. Keyboard Maestro has this function also, and DEVON’s own free Word Service may do this also-can’t recall for certain.
