I am using my scanner to import paper into DTPO 3.9.8. After I scan the pages and am assembling them, the action buttons are almost fully obscured by a dark bar
Additionally the “Sort and Merge Documents” Dialog has an odd behavior where the Odd Page “From Document” field is cleared after selecting the Even Page “From Document” field.
Am I just going crazy?
Yes, there is a bug in the dropdown behavior. Development will have to investigate that.
I am on Sequoia 15.3, but I have noticed similar behavior for several releases, where the buttons were greyed out but selectable. I just finally got around to reporting it

I haven’t been able to reproduce either of your issues. Could you send a copy of the console log. The easiest way to do that is in DEVONthink select the Help menu and whilst holding the option Key select the menu item “Report a bug”. In the email could you add for the attention of Alan at the top of the email.

@aedwards I think the button problem may be related to dark mode. Without dark mode, it looks a a little better:
Note that the save button displays in a manner that suggests it is not selectable, but it is.
Yes, I have been looking at dark mode settings however at present I haven’t been able to reproduce the same behaviour as you are seeing.
Do you use any display accessibility options, see System Settings?
