After restarting the app, DT 3 (probably also DT 4) reliably reopens all previously opened windows, even in the same position. However, this does not apply to minimized windows.
This may have advantages. But it would also be advantageous if minimized windows were restored. Other apps do this.
Is this a request I may make? 
People can make any requests they wish. It doesn’t guarantee implementation but they’ll be seen by those deciding such things.

My comment has no judgment on the idea. While I personally find it a little unusual, I don’t use minimized windows enough to have any strong feelings either way. And I am not who decides what gets added or not.
Neither did I, until a few months ago. Minimized windows have the advantage of being there (open) without constantly getting in the way. You can bring them up or make them disappear (eg. with a shortcut). That’s pretty handy.
