No, this is not a function built into DEVONthink.
Also, you didn’t mention what file type you’re referring to. There is no singular note or document format in DEVONthink.

No, there are no user-definable options for search hits.
And please clarify what you mean by extract and to where.

On the extraction, I meant something that would perhaps extract all highlighted sections of a document into a new note or just extract as an export of some kind.
There is no such function but also not all formats support highlighting, e.g., plain text.

Ahh. With a highlighted document selected, e.g. PDF, use Tools > Summarize Annotations and choose the format.
