As I said, it’s unclear what you’re asking for, but it doesn’t sound common at all.

I saw a post on this forum about not being able to see what pdfs had highlighted. Someone here invented a script, to search the pdf and then append a tag.
So to clarify, I would see this built into devonthink search. To see which pdfs have been highlighted, or annotations made.

There is already a numerical search criterion, PDF Annotations, to determine if PDF documents have annotations…
