I have a smart rule where I am trying to file imports into a file by month and year. The rule recreates the entire folder each time. Is there a way that this will not happen with each import

You’re importing files into @scripts then filing them there?
Your criterion of Extension is PDF Document would apply to any PDFs in the entire @scripts group and its subgroups.
You can either add another bit of filtering criteria or enable Exclude Subgroups. This would ignore anything in subgroups and old process items in the root of @scripts.
