But my iPhone seems to have changed my Dropbox sync settings completely BY ITSELF and reverted to an old CloudMe sync which I once used but not for a long time. The sync is of course failing.
Is it possible that the recent update to DT2G 3.8.5 (17456) has deleted my Dropbox sync settings and reverted to another sync solution – ON ITS OWN? I am 100% certain I haven’t messed with settings for a long time.
I haven’t yet had my first coffee and it’s early in the morning here. But I am fairly sure that something isn’t right here…
It seems that you had, when DEVONthink To Go 3.0 came out, not updated to version 2.7.9 yet and so there was an outdated sync folder left behind that first kept version 3.8.5 from relocating its sync data but is then used. This is a rare and unfortunately unforeseen scenario affecting only this very order of events. We apologize for the inconveniences.
Would my best course of action be to nuke all the iPhone sync options, and reconnect to the current Dropbox sync? Or am I better off to delete DT2G completely from the phone to make sure that this outdated sync settings folder disappears?

No need to delete the app (but @cgrunenberg might be able to provide more insight here). I‘d simply nuke the wrong sync settings and reconnect to what you use now.
Removing the obsolete CloudMe sync location and adding the desired Dropbox sync location should be sufficient in this case. But the first sync might need some time.
I hit this same scenario this weekend, and thought I must be going crazy.
I was attempting to sync a remote DB down to my phone, and noticed my sync location was set to iCloud (Legacy) … which is indeed what I use to use, however I could have sworn I had updated to CloudKit a long long time ago.
Also, I upgraded to DT2G 3.0 pretty much immediately when it came out, so I’ve been on 3.0 for a while now.
I ended up just resetting everything on the iOS app and re-syncing from remote and I’m all good now… but it was a real head scratcher.
