If you do a fresh install of DT on your Macbook, you just need to setup the syncing.
After you setup syncing you will see one ore more remote databases that you can import into your macbook by enabling sync. The data will be synced from the cloud to your mac.
As has been said many times (here and in the documentation), sync is not a backup.
Where are your local primary backups for your Mac?
With that said, is it possible to recover a local database from a sync store as the OP describes? Whether restoring after data loss or transferring a database to a new system?
(I can’t speak for the OP, but I have three different external backups, including an offsite service. Still, DT’s Sync interface is much easier to use than Time Machine’s Restore interface, hence the question.)
You can “restore” local databases from the sync store. That’s basically what you do when connecting a new DT device with the sync store.
