Is this only a single .jpg or is it all .jpgs?
Properties aren’t available for all file formats (and yes this is documented). Finder comments are.
Is the JPEG locked? Look at the Data > Mark submenu.
Interesting. I can add comments in the Info->Properties->Comment field on jpg files here.
There is more than one kind of jpeg format, so maybe that’s the difference.
Editing of properties of RTF(D), PDF and images requires a visible preview pane in case of main windows.
File is not marked as being locked. Interestingly a jpg in the same database folder is able to be edited.
Fixed the issue by removeing the jpeg from the database, changing its colour profile to sRGB and resaving with a new name. Adding it back to Devonthink seems to have fixed the issue.

What was the color profile previously?
uRGB. I had moved the file from facebook directly in to Devonthink.
Strange profile I have never heard of. That may have caused the issue.
I doubt that. The color profile is just a string as is the comment, stored in the EXIF part of the jpeg. That a certain value in one field should prevent setting a different field seems improbable.
