I understand that I can have both sync types configured simultaneously. But how exactly does one configure Bonjour sync other than by opening incoming connections? I couldn’t find anything about this in the documentation. Even with incoming connections open, sync is still relying solely on iCloud Drive.

Sync doesn’t rely on iCloud. You either have it enabled or you don’t. And if you have both enabled, they will both be operational. Having Bonjour enabled doesn’t disable iCloud and vice versa.
Sync relies on iCloud when it is the only functioning sync method of two chosen ones.
