WebDAV iPhone and iPad Data Access

I set up a WebDAV and Tailscalre to sync DT across my devices. It has worked pretty well overall. However, I have encountered one issue regarding accessing DT data on my iPhone and iPad without Wi-Fi. Is there a way to access data without the internet? Or does DT data have to be stored locally on your device?

Thanks for the reply. This is the second sync service I have not been able to access my DT data when not on the internet (iPhone, iPad).

What would you recommend at this point?
