Where is the dark mode setting

I was so pleased to read in the update that dark mode is possible for PDF. Where can I change a pdf to dark mode? Some PDFs are in dark mode, and others are not.

See Settings > General > Appearance > Use dark background for documents. But this requires macOS 26.x.
