Why does Share extension offer different options?

The “Clip to DEVONthink” share extension offers different format options for rather similar URLs. Why?

Example:

nationalarboretum.act.gov.au/visit offers the normal array of choice: Bookmark, Web archive, etc.

https://www.nationalarboretum.act.gov.au/ on the other hand offers only Bookmark and Capture File.

Where does this difference come from??? Both URLs display in the browser (iOS Safari) as a normal web page.

And is there a way to get all the normal choices on the second link as well?

They should have the same options, we will look to fix this.
