Will DT do OCR on handwriting in a JPEG?

Have you tried a forum search for handwriting?

FWIW, Evernote doesn’t do strict OCR on handwriting. Instead, it comes up with a list of words that could represent any given block in an image (sometimes in the range of 15 options for a given word). This works great for basic search, but would probably screw up DT’s AI.
