Will the GUI language be selectable in DT3?

I read some posts that this is not possible in DT2. Wil you provide a way to change the GUI language independent from the OSX language in DT3?

This is not easily done in most applications.

Scrivener, which is a well-known osx, does this using a simple dropdown in the options:

Perhaps, DT could go a similar route.
