Although I use the server version in Windows, it can be operated in a browser, but this is too inconvenient. I need to carry my MBP at all times. Is there any hope that DEVONthink will appear on Windows in the future? Use Dropbox sync for truly seamless links.
At least in the near future there’s none, I’m afraid.
I can tell you that there is absolutely nothing similar and that could cover all the things DT does. I tested a zillion of alternatives but nothing is near to.
I think it could be a great step forward, more if you maintain database format and sync compatibility.

There are downsides to making a Windows version as well. Definitely not all sunshine and roses.
