CloudKit syncing issues?

I’ve had some real issues with CloudKit syncing in the past 24 hours: I annotate a PDF on an iPad and an hour later the PDF doesn’t show any changes on any devices (another iPad and two Macs) that share the database. I’ve tried quitting/restarting the app, on multiple devices, but that doesn’t seem to help. When I googled “Cloud Kit,” I did encounter some discussion of issues with Cloud Kit syncing, so I wondered if that might be the issue, rather than the DEVONthink app itself. Any ideas for how I might “kick start” the syncing or test it would be welcome.
