On my side, while all is slow, getting the text version of the web page works; I checked it with Show XYZ in Preview at the end of “DEVONsave: Article to HTML for DT using DTTG shortcuts”
And moving “Get Devonthink Item from x:destination” before “ DEVONsave: Article to HTML for DT using DTTG shortcuts” also stays stuck inside Get DevonThink Item”
For time being, I have a new manual work around with

Fixed for me in latest iOS Beta iPadOS 16.1 (20B5064c)
(and yes getting Safari Test is still atrociously slow)
I think I find the problem by accident. Now I’m using your shortcut on both iPhone (ios15) and iPad (ios16). The mechanism for shortcuts seems to be a bit different on the different OS. The system does not recognize the “article to html” downloaded in different cases. My current solution is to download and add them on both devices, ignoring the conflict, and it seems to be no problem.
The cases are same on both iOS and iPados or not?
Was the same issue on both iOS iPad OS betas
And after the latest betas, both are working fine
(and I will probably remove removed the prompts for the the destination and the action to open the item or return to accelerate the script)
