Do *See Also* & *Classify* take `tags` into account?

Having taking in the suggestions from How to use the AI features to file documents into databases and read the details from “See Also” & Classify what do they look at? I am still not clear what the role of tags is:

Do See Also & Classify take tags into account? I.e. are tags text-based metadata?

No tags are not a factor.

It took me forever to figure this out…lol. i suppose it is in the manual, but I don’t typically read those. My loss, I know.
