See “Automation” section, page 198 of the outstanding “DEVONthink Manual” or in the applications “Help”.
Take note that your quote mentions “automatically put a file into the year folder” … In DEVONthink you’ll not find that nomenclature. Group is a more proper term that should be used.
There are many posts, as I recall, here in this forum discussing how to to do exactly what you are wanting to do.

The cited forum post was not mine. I was only showing where I first saw the “file” and “move” actions mentioned.
Also, I cited to the wrong post. This was the one where BF used the word “File” — not in the actions, my mistake, but in the search criteria. I was trying to do a negative content search, like the poster here:
