So I have an iCloud family account, and if I sync from my iMac to the iCloud and want to sync onto an iPhone that is also in the family account, but not set to the same primary apple ID, i cannot access the data, right? (at least that is what it seams right now, or am I wrong?)
so what is the best way to keep the database in sync across different devices that are not on the same Apple ID, despite in the same icloud familiy sharing account?

No, you can’t use Family Sharing for syncing. iCloud is made for personal sharing with one Apple ID. Collaborative syncing can be done with a shared account (ie. using the same credentials) on another cloud service, like Dropbox.
